Background

In 1946, the US Secretaries of War and of the Navy decided to create a central body for research projects. This was done through a charter of June 6, 1946, in order to better align the efforts of both departments.

Founding and Purpose

The Joint Research and Development Board (JRDB) was created as the direct successor to the Joint Chiefs of Staff's Joint Committee on New Weapons and Equipment. Its main aim was to coordinate research programmes in order to avoid duplication and use resources efficiently. The official organisational charter is dated precisely to that day.

Significance

This institution marked an important step in the post-war reorganisation of US military research. It laid the groundwork for later structures such as the Research and Development Board (RDB) following the National Security Act of 1947. Vannevar Bush played a key role in its development and later became chairman. The JRDB advised the armed forces on strategic research questions and integrated scientific expertise into defence planning. There were no direct witness accounts, as this was an administrative measure; the evidence comes from official records such as the Organization Authority Record.

Context for UAP Research

Although primarily military in orientation, the JRDB may be connected indirectly to UFO matters, in that it set research guidelines for new technologies that later influenced UAP observation.
