Background

Background

An important US Air Force document was drawn up on November 13, 1961. Lt. Col. Norman M. Rosner wrote the AFCIN-1E-0 draft, also known as the Betz memo, for Col. Ward Reid Betz. It defines the peacetime tasks of the 4602d Air Intelligence Service Squadron at Ent AFB in Colorado Springs, Colorado (today the US Olympic Training Center).

Task Description

The squadron handled three areas: investigations of UFOs, Project Moon Dust (a programme for locating, recovering, and handing over crashed foreign space vehicles), and Operation Blue Fly (rapid delivery of technically relevant finds to the Foreign Technology Division). These activities included the rapid deployment of qualified field teams for the recovery or on-site analysis of unidentified flying objects, Soviet or bloc aerospace systems, weapons systems, and residual parts of such equipment.

Significance

The memo reveals official US structures for UAP recovery in the Cold War, connects UFO cases with intelligence programmes, and points to military preparation for crashed objects. Sources: US Air Force document, Howard Blum (1990), Paul Dean (2016), Kevin D. Randle (2021).
