Background
Speech
On October 7, 1977, Grenada's Prime Minister Eric Gairy spoke in the general debate of the 32nd session of the UN General Assembly. As in the previous year, he urged that unidentified flying objects be treated as an international scientific question.
Agenda
At Grenada's request, the General Assembly included the item "Establishment of an agency or a department of the United Nations for undertaking, co-ordinating and disseminating the results of research into unidentified flying objects and related phenomena" as agenda item 123. Grenada's draft resolution was not put to a vote. On December 13, 1977, at its 101st plenary meeting, the Assembly adopted decision 32/424.
Context
The presentations by J. Allen Hynek and Jacques Vallée that are often associated with this appearance took place only on November 27, 1978, before the Special Political Committee. The 1977 initiative paved the way for that hearing and for decision 33/426 of December 1978.
