Background

Publication and Background

The Office of the Director of National Intelligence (ODNI) made its second annual report on unidentified anomalous phenomena (UAP) public on January 12, 2023. The report had originally been due on October 31, 2022, but was postponed. It rests on statutory requirements of the National Defense Authorization Act and comprises an unclassified version alongside a classified edition for Congress.

UAP Reports and Categories

By August 30, 2022, a total of 510 UAP reports had been recorded, including 144 cases from the earlier preliminary report covering 17 years, 247 new reports, and 119 reported retrospectively. Of these, 26 were assessed as unmanned aircraft systems (UAS), 163 as balloons, and 6 as debris. That leaves 171 unresolved cases, which showed unusual flight paths or performance and require further investigation.

Safety and Health

Page 6 of the report is devoted to flight safety and possible health risks from UAP. No confirmed harm to health was established, but there are indications of suspicious incidents. The reporting emphasises potential threats to military and civil aviation.

Significance

The report points to continuing UAP activity and the need for better analysis. It contributes to transparency and highlights open questions of national security, as discussed in secondary sources.
