Background

Background

On August 18, 2008, the Defense Intelligence Agency (DIA), through the Virginia Contracting Activity at Bolling AFB in Washington, D.C., issued a solicitation (HHM402-08-R-0211) as a small business set-aside for the Advanced Aerospace Weapon System Applications Program (AAWSAP). The closing date was initially September 10, later adjusted to September 8. Amendments followed on August 20 and 22.

Program Objectives

An annex of July 18, 2008 defined the objectives: research into the physics and engineering of applications against foreign threats out to 2050. The emphasis lay on technologies that disrupt current trends. The studies required covered 12 areas, among them propulsion systems, signature reduction, and effects on human beings.

Significance

This marked the beginning of a programme later linked with AATIP that led to a series of research reports. It was awarded to Bigelow Aerospace Advanced Space Studies, the sole bidder. No direct witnesses are named; the evidence consists of official documents. Its relevance to UAP research lies in the technologies involved.
