On August 19, 1947, E. G. Fitch wrote a memo to D. M. Ladd on the subject of "Flying Discs". It describes a conversation between SAC Reynolds and Lt. Col. George Garrett, who strongly assumed that the Army or the Navy were testing new technology. Garrett concluded that observations existed of objects about which government bodies were fully informed.

Gen. Stephen Chamberlin and the War Department denied any involvement in or knowledge of such programmes. This points to early tensions in the 1947 flying disc wave regarding secret military projects.
